Transfer limits relaxed

Just a quick update from this busy life of mine.....

As from now, the maximum and minimum values a player can be transferred for have been increased.

I have further implementations I want to make including limiting how many transfers clubs can do with each other over a set period but I'll monitor the situation over the next few weeks.

My aim is to improve the transfer system and bring in the new positions by the end of the year.
