Transfer changes

As of yesterday, new managers must now wait 2 weeks before they can transfer players. Loans, free transfers and the transfer pool are still usable in the meantime.

The intention is that they don't get conned unexpectedly just after they have joined and it also discourages cheating.

I've also re-implemented the 30% limit for transfers based on player values as the market is a bit stagnant and I want to see the effect - it may be that I need to get player contracts in to really kick it off.

The final change is that when making loan and transfer offers now, only managed teams will be listed.

I have also tweaked the game engine with regards to home advantage - it's now something I shall monitor for a few weeks.
